Yup, there are replacer mods out there like the ones King just posted, but to my dismay I've only found one replacer that properly replaced the dragon shouts with lighter-voiced versions instead of replacing them with Japanese gobbledygook or nondescript grunts, and it was never updated for the DLC shouts.

I think you have to actually change the language through your console. There’s no in game option to switch languages. So don’t pick a language you can’t read lol.
