The overall best imo is the Assault Carbine. It's lightweight, accurate, and uses the much more practical 5mm ammo type which comes with natural armor penetration. The BAR is just a hassle since it uses expensive .308 rounds, weighs a ton, and you have to constantly maintain it. #5.

This is not to say that I will never touch ANY unique weapons that I find in the Fallout games.
