Basically the answer is no, TV's don't normally output digital input video from the analogue outputs. However the source of the video normally does. Go with scart to HDMI. The picture is significantly better than composite to hdmi. If you have some spare change, go with a Framemeister. It's probably the best available today. There's also one called the OSSC. It's good, but still improving. Genesis has some of the best RGB video of any console. Definitely worth it.
I tried to plug the scart converter to an hdmi screen directly, same message. However, I tried to replace the SCART converter with another SCART to HDMI device (actually it's a device used to record scart or hdmi inputs to a hard drive to save them for later use… but for some reasons I don't have access to this device anymore) and it's working…
